Clear Creek Watershed Enhancement Project Board Meeting

May 12, 2008

Mary called the meeting to order at 4:30 p.m.

James reported on the Annual Project Review Meeting for the Deer Creek and North Branch Sub-shed Water Quality Project, held Thursday, May 8. The review meeting included reports from Project Partners and a review of the project application, goals and accomplishments.

CCWEP board members reviewed the project’s FY07 summary and targets for FY08. Many of the project’s BMP activities/projects are on track for FY08, though goals for filter strips and contour buffers are behind. These and other watershed improvement activities are losing ground, statewide, to row crops.

James summarized other reports given at the Review Meeting including Steve Johnston’s report on the Conroy wastewater treatment system. This project is ahead of schedule and will be in operation by fall. Monitoring will be continued after the project is complete to quantify the new system’s impact on water quality.

James also summarized Dave Ratliff’s IOWATER report, and the group discussed the use of IOWATER data.

This is the third year of the three-year 319 watershed project. There will be an opportunity to submit an application for an extension in April 2009. Most projects do receive extensions, and current grants are usually awarded for five years.

As initially discussed at an earlier CCWEP meeting, James will now be coordinating both the Price Creek and the Deer Creek / North Branch Projects. A new technician will likely be hired for Johnson County. Short-term goals of the projects include increased nutrient management efforts, and additional snapshots—conducted after heavy rain storms—to help pinpoint the source of ammonia problems.

James will be organizing a field day this summer and may call on the CCWEP committee for help. Other summer activities for members of the committee may include:

  • Interface with Agriculture. Dave can contact Maria and Mary for help with this fair event.
  • Media/press coverage. James and Maria will compile information to help solicit coverage of the impact current commodity prices are having on conservation efforts, particularly as they relate to water quality.
  • CCWEP web site. James and Maria will proceed with this project.

Harry talked about the status of the Clear Creek trail. A survey and preliminary plat has been completed for the first portion of the trail, and the area will be appraised. Work on this portion of the trail will be a “template” for the rest of the trail project. Laura has a concept plan for additional portions of the trail and has worked with James on how the trail will interface with his watershed efforts.

Laura has been invited to sit on the newly formed Iowa River Watershed Planning Committee. This committee is organizing a watershed conference to be held in Coralville on August 14. Laura will keep the group apprised of information about the conference as it becomes available.
